The state does not impose a residency requirement, though the marriage ceremony must take place in the same county that issued the license. Applicants must be at least 18 years old to marry without consent. Those aged 16 or 17 may marry with parental consent, while individuals under 16 are not permitted to marry. A blood test is not required.

Two witnesses aged 18 or older must be present at the marriage ceremony. The marriage license becomes valid one day after issuance and is only valid within the issuing county.
