Utah is different. Utah County issues fully online licenses + legally-recognized remote (web-conference) ceremonies usable worldwide

To marry in Utah, applicants must present a government photo ID and proof of age along with a Social Security number. The state does not impose a residency requirement. Individuals aged 18 and older may marry without restriction. Those aged 16 or 17 may marry only with documented parental consent and court authorization from the juvenile court. Individuals under 16 are not permitted to marry under Utah law. A blood test is not required. All ceremonies require two witnesses who are at least 18 years old to be present.

Utah County offers a distinctive option unavailable in most jurisdictions: a fully online marriage application process coupled with legally recognized remote ceremonies conducted via video conference, accessible to applicants worldwide. For remote ceremonies, the officiant must be physically located within Utah while witnesses participate remotely. As of May 2026, officiants are required to provide a verbal validity warning during the ceremony. The marriage license fee varies by county and is set locally; Utah County charges approximately $50. Prospective applicants should confirm all eligibility requirements and current procedures directly with their county clerk or through the state's official resources.
